General Knowledge of Modern India - Act of 1892 AD : The Act passed by the Parliament of Britain in 1892 AD empowered them by increasing the number of members of the Legislative Councils, which laid the foundation stone of the parliamentary system in India. Prior to this act, the Indian National Congress had presented some demands in its sessions from 1885 to 1889 AD, out of which the main demands were as follows-

Demands
- ICS exam should be conducted both in India and England.
- The councils should be reformed and the electoral system should be adopted instead of nomination.
- Upper Verma should not be merged.
- Military expenditure should be cut.
- These demands of the Indian National Congress prepared the role for the formulation of this Act.
Provisions Of The Act
- Increase in the number of non-official members in both the Central and Provincial Legislative Councils.
- Universities, landlords, municipalities etc. were authorized to approve the members of the provincial council. The principle of representation was introduced by this provision.
- By this act the members of the council were given the right to debate on the annual financial statement ie budget.
- The number of additional members in the Executive Council of the Governor General was increased to 16.
- According to this act, 2/5 members of the council could be non-official.
- This act gave additional members of the councils the right to ask questions on issues of public interest.
- The number of additional members was also increased in the provincial councils, such as their number was increased to 20 in Bengal and 15 in Oudh.
