On 2 September 1946, the newly elected Constituent Assembly formed the Interim Government of India, which remained in existence till 15 August 1947. The executive branch of the Interim Government was carried out by the Viceroy's Executive Council headed by the Viceroy. It included a total of 12 members including 3 Muslim members nominated by the Congress. After the arrival of the British in India, this was the first time that the government of India was in the hands of Indians. On 26 October 5 members nominated by the League joined and members appointed by Congress were manipulated to make room for these new members (two seats were already vacant besides Sarat Bose, Syed Ali Zaheer and Sir Shafat).
