The Rajagopalachari formula was introduced with the aim of resolving the differences arising out of the divergent views of the Muslim League and the Indian National Congress regarding the two-nation theory and India's independence from the British. C. Rajagopalachari, who was an important Congress leader, devised a formula to resolve the political deadlock between the Muslim League and the Congress. This formula, supported by Mahatma Gandhi, was in fact a tacit acceptance of the League's demand for Pakistan.

- Muslim League should support Congress's demand for independence
- The League should assist the Congress in the formation of a provisional government at the Centre.
- A commission will be set up after the end of the war to identify districts where Muslims have a clear majority and in these areas (including non-Muslims), to find out whether they want a separate sovereign state Elections will be held on the basis of adult franchise.
- All parties will be allowed to express their opinion and views regarding the division before the election or voting.
- If the proposal for partition is approved, then a joint agreement will be made on subjects like defence, commerce and communication.
- All the conditions given above will apply only when England transfers the entire power to India.
