On February 12, 1928, an all-party conference was called in Delhi under the chairmanship of Dr. M.A. Ansari, in which representatives of 29 organizations attended. This conference was organized in response to the challenge of Lord Birkenhead, the Secretary of India and the Simon Commission. In the meeting of this conference on 19 May 1928 in Bombay, a committee was constituted under the chairmanship of Motilal Nehru whose purpose was to determine the outline and principles of the Constitution of India.
Recommendations of the Nehru Report
- India should be given the status of a Dominion and a parliamentary form of government should be established in which there should be a bicameral legislature - Senate and House of Representatives.
- The Senate should be composed of two hundred members to be elected for seven years and the representative house shall consist of five hundred members to be elected for five years. The Governor General should act on the advice of the Executive Council, which is collectively responsible to the Parliament.
- A federal form of government should be established in India, in which residuary powers have been given to the center. Separate electoral system for minorities should be abolished as it awakens communal feelings and joint electoral system should be established.
- No seats should be reserved for communities in Punjab and Bengal, but in those states where Muslim population is less than ten percent of the total population of that state, seats can be reserved for Muslims.
- The judiciary should be independent of the legislature.
- There should be one-fourth Muslim representation at the centre.
- Sindh should be separated from Bombay province.
