Rowlett Act - Chaotic and Revolutionary Offenses or Crime Act, 1919 - General Knowledge of Modern India
Governor General Chelmsford set up a committee in 1917 under the chairmanship of Justice Sidney Rowlatt. This committee was formed to understand the nature of the rebellion and make suggestions. It is also known as Rowlatt Committee. This Act, which could be applied to any area/part, included two types of measures to bring any person under the control of the executive - punitive and restrictive. Under this act, the government could arrest any person without warrant and could imprison him for two years without trial.
Provisions Of The Act
- The Governor General was empowered to implement this Act in any area.
- Provision was made for speedy trial of offenses in the Act.
- From the point of view of public safety, any person could be arrested and put in jail
- Person arrested under Defense of India Act should not be released
- The right to hear such cases was left to the jury.
