The Constituent Assembly was formed on 16 May 1946 under the Cabinet Mission Plan. Its members were elected under the system of proportional representation by means of single transferable vote. The first meeting of the Constituent Assembly was held on 9 December 1946 in the library of the Delhi Council Chamber, in which 205 members participated. The representatives of the League and the members nominated by the princely states did not participate in it. On 11 December, the Sabha elected Dr. Rajendra Prasad as its permanent president.
