With the appointment of the Simon Commission, the Secretary of India, Lord Birkenhead, challenged the Indian leaders that if they could prepare a constitution with the consent of various parties and sects, then the Government of England would seriously consider it. Accepting this challenge, Indian leaders tried to make a draft of the constitution together. For this, a committee was constituted under the chairmanship of Motilal Nehru, whose task was to prepare the draft of the constitution. The secretary of this committee was Jawaharlal Nehru. It also had nine other members, one of whom was Subhash Chandra Bose. The committee submitted its report on 28-30 August, 1928 which is known as Nehru Report.

Proposals of Nehru Report
- India should be given the status of a Dominion State.
- Establishment of bicameral system at the centre.
- The executive should be fully accountable to the legislative assembly.
- All the responsibilities should be handed over to the Indian representatives.
- Federal system should be established in India.
- The residual power should be near the center.
- All elections should be on regional basis.
- Communal representation should be abolished.
- The election shall be on the basis of adult franchise.
- This report said that there would be no Raj Dharma.
- It was proposed to give equal civil rights to men and women.
- The Nehru Report included a proposal for the creation of the Supreme Court.
- The Nehru Report did not provide for separate electorates for any community or weightage for minorities.
- Federal government was proposed in the Nehru report in which the residuary powers were to be given to the center only.
Protest Against Nehru Report
The Nehru report was strongly opposed by Jinnah and other leaders of the Muslim League. The basic reason behind this was that there was no provision for representation on communal lines. Some people in the Congress were not satisfied with the matter of Dominion Status. They were demanding inclusion of Poorna Swaraj in the Nehru Report. The British government rejected the report due to lack of complete consensus regarding the Nehru report among Congress, Muslim League and other politicians.
