Butler Committee (1927 AD) - General Knowledge of Modern India

The Indian State Committee constituted a committee in 1927 under the chairmanship of Sir Hartcourt Butler, also known as the Butler Committee. This committee was formed to investigate and clarify the relationship between the supreme authority and the native kings. The committee visited 16 states and submitted its report in 1929.

Committee's Recommendations

  • The relationship between sovereignty and states is not merely a compromise but a living and growing relationship, determined by circumstances and policies, including history and theory.
  • British sovereignty protects the princely states.
  • The state should not be transferred to the new government of British India responsible to the Indian legislature without their own agreement.

Purpose

  • The purpose of its formation was to examine the relationship between the Supreme Power and the Indian kings and to suggest ways for the betterment of these relations between them so that satisfactory relations could be established between British India and the princely states.
